Nepal is a small nation with a limited population and landmass. Though we have a limited population of 90 million but our diverse cultures and traditions make us very unique in every way of defining the cultural unity and sovereignty. Having said that Nepal encounters a huge disadvantage of prejudices and orthodox beliefs that prolongs in its state governing process and political system. Still after being declared as Federal Democratic Republic of Nepal, the country lacks a proper political culture and understanding that has resulted in harvesting the prejudice and old system of corruption, favoritism and power manipulation among the political parties. Very sad to say this but Nepal's political leaders are responsible to their parties but are not responsible to their nation and people.
Time and again people have trusted them with their votes and time and again their trust has been ravages in possibilities of big political aspiration where it is just limited with in political manifestos and agendas.
After the 1990's revolution people felt they were given freedom and democracy but who knew the Multiparty Democratic System was the beginning of the dark age of corruption and manipulation. It was a failed system that prolong the values of bad political culture and corruption among its leaders and further transcended the values to the next generation making it part of the political system.
The system failed in every possible way of giving growth and development to the country and derailed the process of bridging the gaps in between the haves and haves not. With such low values the political parties further flourished at individual level and the nation took a depth to become a least developed country.
From the past revolution to the recent one in 2008 the people were promised of full democratic right but time and again they failed. It so happened that the political parties would adjust their definition of public aspirations and hopes as per their wish. The public were always promised of right of choosing the best but the political parties manipulated in establishing their supremacy.
The 3 structure of state governing process
1. Legislature
2. Judiciary
3. Bureaucracy
The Political parties were smart enough to capture and control the state governing process in establishing their control over all three which is very well reflected in the first draft of Constitution.
Their intention was very clear to mark the public fight for the minors issues like citizenship, religion and other normal things and would further divert their prominence in establishing their strong hand in the state governing process.
The Constituent Assembly (CA) was formed in view of fully achieving the democratic process of empowering the public but after completion of 8 years and nearly spending 2 billion in their salary and wages, the CA coming out of such a level of Constitution is still a topic of discussion and controversy.
A sad reality but we are proud of the only industry that generates more than 10 million in revenue on daily basis to be remittance but with its earning, every other day receiving a dead body of a Nepali is further a question of argument.
A reality check is a must.
I think the development in terms of the first draft of constitution might be an achievement in this long process but closely examining the situation and Constitution. It certainly highlights a well planned strategy of political chaos hidden behind the motives.
Why did the political parties agreed to bring out this draft now I mean to say if they had to bring this constitution out then why didn't they brought it 8 years back.
The question here is not about the definition of legality of constitution the question here is about intention.
I think the most important topic of the first draft of the constitution is the public nominated representative to lead the state. why does the political parties have a problem with this. I think public nominated representative would be further be responsible and liable to the public which in turn assures and guarantees a better system. I think this should be established and the people should be given the power of what they deserve.
