I think the basic need of any human anywhere on earth is
their right to live. The Article 1 of The Universal Declaration of Human Rights states that “All human beings are born free and
equal in dignity and rights. They are endowed with reason and conscience and
should act towards one another in a spirit of brotherhood.” [1] In context of that every human being is free
and should be treated that way, there is no difference in male and female
counterpart. The debate of gender equality has completely been biased in terms
of societies and regional perspective where the regional and cultural practice
highly influence the definitions and meanings. Societies in long terms have
adjusted to cultural practice and flexibility of their interest where it’s very
hard to cooperate and coordinate in terms of addressing their values and beliefs.
I think asking the societies to change their values, meanings and definitions without any confrontation is a complete alternating strategy where another aspect of collaboration and cooperation can be an effective solution.
I believe that for establishing gender equality at first the basic rights of every individual should be secured.
The article 2 of universal declaration of Human rights states “Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty.[2]
In today’s modern world of technology, firstly we need to secure the rights of women their right to food, education, healthcare needs to be secured. Only then when they have right food for their body development, right education for their knowledge and right to healthcare is secured they will be entitled to think and lead their life. Without that penetrating in a region and overlooking their aspect of running programs of empowerment and leadership is just a waste of time, money and efforts.
In most of the cases in the Asia pacific things are aligned in a wrong way, I mean to say the policy. The developing agencies would lobby their programs and proposal based on their assumptions which has a more discrete approach. At top level it may benefit few people but when it comes down to grassroots level things remain the same with no change. It would be limited for a time frame and reports where their implementation might be successful but in ground reality is different.
In most of the cases in Asia, in relation of woman issues there will be policy but when it comes to enactment they have no process or when they have process they have no enactment. This is basically happening due to gap of moral understanding.
The assumption of the western world in terms of our societies in the east have a great difference. I am not opposing the fact that we have serious problems of gender discrimination but the remedies proposed by them are also is not practical. It is not working as effectively as it should be.
The whole aspect of empowering the women is not just about giving them training and resources. It is about giving them right knowledge to benefit their living standard and further helping in creating sustainable solution.
Local community have to be mobilize for their own empowerment by changing their core value not with big definition and reports.
The problem with the current developing agencies and their planning process is very limited within the process of just enabling the societies they do not think or let the groups think about their problems.
“The basic difference is the acceptance and adaptation of the SDGs at grassroots level. On one hand the agencies are trying to give the values of acceptance to the developing economies where the social values are in the process of evolving and experimenting. The adaptation process alienate in every way possible where the major objectives focus more towards report submission attitude.” [3]
Example, Nepal government recently came out with the new constitution, the constituent Assembly is composed of 33% women representative. Though there is a valid percent of women representative still they are not able to bring up the women related issues and further strengthen the individual woman position in Nepal.
I think core issues is not about giving priority of leadership or empowerment it’s all about developing the new values of Equality and facilitating an environment for the nurturing of the belief.
Opportunities are not the solution but a bigger part of the political system where women are not only suppressed but in other ways they are carrying the burden of the orthodox believe and values.
Another example in most the course I encountered that there is a strong voice of woman’s role in society and physical appearance to be one of the draw backs for gender equality but I believe it’s more contemplating and controversial issue.
I completely agree with the voice but I surely think it’s the perspective and values that needs to change. We need to implement these aspect of equality voice in terms of practice and use.
Another example is in Thailand the local community have more respect for women then men. When I say that I mean to say financial independence and they prefer having women in the family as they are considered more efficient and hardworking than men. In other way around men are thought to be lazy and very slow. I have worked with most of the local market and I have encountered this myself.
It is just an example of the social acceptance but I strongly believe that policy makers can make a huge difference in changing the core values of the societies.

At Policy Making I would enact
1.
For
every women to be independent and equal my take would be to support her basic
and core values in terms of education, health and food
2.
She
should be given the right opportunities in terms of equality and learning
opportunity
3.
At
policy level the definition of cultural practice and equality should be
separated in terms of any prejudices
4.
Her
rights to do business should be
respected to any prejudices and other beliefs
5.
She
should have her freedom
