Impunity exist here in Nepal



The 2018 Republic day of Nepal stands as a symbol of impunity and breach of Human Rights values . This year the notoriously famous human right violation case  of  Ujjan Kumar Shrestha of Okhaldhunga (1998) case took a new turn when his convicted Bal Krishna Dhungel was released from the central jail with the recommendation of the government on the Republican day.

Bal Krishna Dhungel who was convicted by the supreme court of Nepal for Human Rights Abuse and killing  of Ujjan Kumar Shrestha of Okhaldhunga was ordered for life term imprisonment with confiscation of property.

The Okhaldhunga District Court in 2004 had convicted Dhungel for the murder of Shrestha and sentenced his to life imprisonment, but in 2006, the Rajbiraj Appellate Court gave him a clean chit. The apex court in 2010 overturned Rajbiraj Appellate Court’s decision and upheld Okhaldhunga District Court’s verdict.

Central Investigation Bureau (CIB)  arrested Dhungel from Satdobato in Lalitpur last October and presented him before Kathmandu District Court in Babarmahal. The court had sentenced  him to Dillibazaar prison for  12 years 5 months and 22 days.

The Pardon decision of the President with the reccommendation of Nepal government has been hugely criticized by general public and has been questioned in terms of Human Rights values and governance.

It is really sad how and why the Nepal Government lobbied such a unworthy person for pardon. This certainly proves the political culture of Nepal is slugged with corruption and favoritism.

A Human Rights abuse is a Human Rights abuse no matter whoever is involved, the people are involved should be punished by the book or else its a discrimination. The case of Bal Krishna Dhungel clearly shows the political influence of how impunity is practiced in lower economies.

People killing people in the name of change is wrong, people terrorizing people in the name of change is wrong and people supporting human rights abuse in the name of politics is wrong............
