It seems quite interesting where Nepal is moving after the April devastating earthquake. A recent news took me by surprise as it quoted "Reconstruction yet to begin but Rs 27 billion have already been spent" . I was bound to think where and what our government was doing regarding the money spend and the transparency involved. It was reported that The government and non-governmental organisations have already spent over 27 billion rupees where people from rural areas are still complaining about the relief operation being not compatible as per their needs.

80 INGOs 4.54 billion
100 NGOs 1.52 billion
Technically this is the money that came from the legal channels, now regarding the money that was personally send to individual relief operators amount to what figures can be imagined ?
Apart from this issues another crucial point that comes to mind is on what was this relief money spent? Was it just for the sake of relief operation or for buying materials ? things are not so clear.
I guess in absence of proper policy, there seems to be lack of clarity in terms of funds management and transparency of accounts. Similarly highlighting the prospect of disaster the developing industry is moving forward try to mushroom in issue. But with great disaster comes great opportunities, likewise more INGOs are interested in Nepal not in terms of development and helping process but in terms of raising more funds and resources.
Nepal lack proper policy and mechanism when it comes to monitoring and adoption of foreign aid. Foreign aid policy has been a pendulum which has been limited within discussion of 5 stars hotels and workshop. The Social welfare Council which is the legal entity to monitor the issue is silent about the issue and is limited with in the four wall of its policy and piles of registration and renew process.
More or less every now and then the issues pop up but with a careless bureaucracy and lack of political leadership this sector is being ignored in every way possible giving ways for vulnerability where the poor is bound to suffer the consequence.
